Considering the Paralympics changed their logo in 2004, from three tae-geuk-s, and a decade before that, in 1994, fro the original five tae-geuk-s, there may have been other versions of this flag, based on such emblems.

This specimen is in reverse on the reverse, even if the photographer doesn't realise. The emblem on this flag looks more like the party emblem to me than like the national emblem. I expect the party emblem was on the national flag, in practice, when Taiwan was stopped from using it in the Olympics, so it's likely that this version of the emblem was included in the first replacement flags. Peace Eye 2000 does indeed have the party emblem for the Olympic version, but the national emblem for Paralympic version, and the generic version. Further research is indicated, I guess.
It's also an interesting specimen in a different way: It's a super-hoist horizontal flag.
Regarding the question on our page about versions with older paralympic emblems: At least one Wikimedia contributor apparently believes an earlier version existed.
