The Soviet system appears to have used pennants for this function
[akin to house flags] with rectangular flags being Ensigns. This is
supported by the USSR publication To The USSR by Sea published
c. 1970.

Flag of Minister of Water Transport of USSR. Red flag with
white rhombus, two red crossed anchors in the centre. Flag
adopted in 1931.

Flag for ships of Academy of science of USSR: Blue flag with
white vertical stripe at the hoist. Two crossed black anchors and
inscription "AN SSSR" (Academy of science of USSR). This was a
house flag (flown at the masthead) rather than an ensign (flown
at the stern). It was adopted in 1958.
