About these flags

The Soviet system appears to have used pennants for this function [akin to house flags] with rectangular flags being Ensigns. This is supported by the USSR publication To The USSR by Sea published c. 1970.

Flag for ships of Academy of science of USSR: Blue flag with white vertical stripe at the hoist. Two crossed black anchors and inscription "AN SSSR" (Academy of science of USSR). This was a house flag (flown at the masthead) rather than an ensign (flown at the stern). It was adopted in 1958.
