The municipality of Črnomelj (14,580 inhabitants in 2020, 5,496 in the town
of Črnomelj; 33,970 ha), located 100 km south-east of Ljubljana, forms the
south-eastern corner of Slovenia, on the border with Croatia.
Črnomelj
was first mentioned in 1228, when the Bela Krajina parish was established.
Protected by a castle, the settlement quickly developed into a commercial and
administrative center of the country. Already before 1251, Črnomelj gained
market rights. Črnomelj was fortified in the 14th century, and the town, nestled
between the banks of rivers, the castle and the crusaders' commandery, lived
slowly in the rhythm of the annual harvest, sowing and harvesting and seven
annual fairs. In 1408, Črnomelj was first mentioned as a town, and in the same
year the Turks besieged it but they would never seized it. However, Črnomelj was
conquered by Protestants, whose preachers successfully spread the new religion
in the second half of the 16th century and established a Protestant school.
Sleepy during the 17th and 18th centuries, Črnomelj re-emerged in the 19th
century as a regional center with associated court and administration offices.
Connected with the rest of Slovenia by railway in 1914, Črnomelj was abruptly
modernized. At the outbreak of the Second World War, it was occupied by the
Italians and held until capitulation. At that time, Črnomelj became the center
of the liberated territory, in which the foundations of the Slovenian state were
laid. The first session of the Slovenian National Liberation Council (SNOS) took
place in Črnomelj on 19 and 20 February 1944, and a day later the Slovenian
National Theater (SNG) performed its first play. In the post-war period,
Črnomelj developed into the cultural, economic and administrative center of
White Carniola.

The flag and arms of Črnomelj is prescribed by
Decision Odlok o grbu in zastavi Občine Črnomelj, issued on 20 May 2021 by the
Municipal Council and published on 21 May 2021 in the Slovene official gazette,
No. 81, p. 4,784.
Article 5.
The coat of arms has the shape of a
shield, charged in the center with a round castle tower with a doorway, three
wide windows on the first floor and four zines at the top. The motif of the
tower is based on the oldest depiction of the town's seal, dated 1587. The
colors of the coat of arms are based on the first color depiction of the coat of
arms from the end of the 17th century.
The design is based on historical
sources and heraldic rules.
The proportions of the coat of arms are based on
a historical sources, 1:1.5 or 2:3.
Article 6.
The colors of the coat
of arms are red and black, red for the shield's border and the tower, black for
the rest of the shield.
The colors used for the coat of arms are:
- red
(border and tower): CMYK 0-91-76-0; RGB 231-49-55
- black (shield): CMYK
0-0-0-100; RGB 0-0-0
Article 7.
The coat of arms of the municipality
of Črnomelj is the coat of arms of the town of Črnomelj.
Article 10.
The flag consists of two colored areas, white and green, representing a green
landscape and a white sky. The coat of arms is half immersed in the green
landscape, while the white sky rises above it. The height of the coat of arms is
2/3 of the flag's width; it is placed in the center.
Article 11.
The
flag can be hoisted either horizontally or vertically; in both cases it consists
of two colored areas. In the horizontal version, the upper field is white and
the lower one green. In the vertical version, the left field is white and the
right one green.
The proportions of the flag are 2:1 in horizontal layout and
1:2 or 1:3 in vertical layout.
The colors used for the flag are:
- red:
CMYK 0-91-76-0; RGB 231-49-55
- black: CMYK 0-0-0-100; RGB 0-0-0
- white:
CMYK 0-0-0-0; RGB 255-255-255
- green: CMYK 80-0-70-40; RGB 0-119-81
The
flag can also be used in the form of a table flag.

The
previous symbols of Črnomelj were prescribed by Decision Odlok o simbolih Občine
Črnomelj, issued on 25 March 1992 by the Municipal Council and published on 10
April 1996 in the Slovene official gazette, No. 18, p. 1,432.
Article 2.
The coat of arms of the municipality of Črnomelj is the coat of arms of the town
of Črnomelj.
The coat of arms has the shape of a black shield bordered by a
red line. In the center of the shield is a castle tower with a doorway, three
wide windows on the first floor and four zines at the top. The tower is red. The
basis for the tower figure is the tower from the seal of the town of Črnomelj
from 1587.
Article 3.
The flag of the municipality of Črnomelj is
green-white-green, with the coat of arms of the municipality of Črnomelj in the
center. The green color is light green. The colors of the flag are arranged
horizontally from top to bottom in the following order: green, white, green.
Each color occupies one third of the width of the flag. The ratio between the
width and the length of the flag is one to two.
The center of the coat of
arms on the flag is at the intersection of the diagonals of the flag. The upper
and lower parts of the coat of arms extend to half of the two green fields of
the flag.

Črnomelj may have already adopted a flag and coat of arms before
the 1990s, but there is no definitive information on those.
The flag and arms are prescribed by Decision
Odlok o simbolih občine Črnomelj, adopted on 25 March 1992, and
published on 10 April 1992 in the official Slovene gazette Uradni list Republike
Slovenije, 18/1992, with effect on 18
April 1992.
Decision Odlok o simbolih občine Črnomelj,
adopted on 30 April 1996, and published on 13 December 1996 in the official Slovene
gazette Uradni list Republike Slovenije, 71/1996 with effect on 21 December 1996, superseded the
previous Decision, but did not change anything but some minor
procedural things regarding rights of use and penalties for misuse.
The Decision was amended by Odlok o spremembah in dopolnitvah Odloka o simbolih občine Črnomelj ((text), adopted on 11 June 2009 and published on 23 June 2009 in the official Slovene
gazette Uradni list Republike Slovenije, 47/2009,
The flag is rectangular, in proportions 1:2, horizontally divided
green-white-green, with the municipal coat of arms
in the middle. The size of the coat of arms is 2/3 of the flag height.
The green is defined as light green. There is no mention of the
vertical flag, but it seems that it is used, with the coat of arms
rotated upright.

The municipal coat of arms of Črnomelj is the coat of arms of the town of Črnomelj - black outlined in red, with a red tower with doors opening, three windows in first floor and four crenels at the top. The base for this representation is a civic seal from 1587. In all the representations I have seen the shield was shaped in the form adapted for car license plates, but it is possible that the official shape is somewhat different.
