About the Flag

It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field. The shape of the scroll is not the most usual but the one favoured by heraldrist José Bénard Guedes and some times used also by others.

Coat of arms

Shield Azure three dolmens Argent emphasized Sable, set two and one, in chief a torture wheel Or with its blades Argent. Mural crown Argent with three visible towers and white scroll reading in black upper case letters "ARCAS"
Meaning:
The word "arcas" means "chests" or "trunks". I don't know if it is also a local form of "dolmen" - if so, the arms are canting. Regardless of the name, the arms show tokens of local neolithic heritage and apparently of the local patron St. Catherine (bladed wheel).
