The flag of the Province of Talara is light blue with provincial coat of
arms in the center and words "MUNICIPALIDAD" above it and "TALARA" bellow.
It is shown on a photo
in the municipal website.

Actually the line above seems to read more than "MUNICIPALIDAD";
I venture "ILL.MA MUNICIPALIDAD" (i.e., illustrísima = most
illustrious, a usual epithet).
