On 1 January 2020, Øygarden Municipality was merged with Fjell Municipality and Sund Municipality. The result of that union is that the new expanded Øygarden Municipality took over the symbols of Sund Municipality with the fact that the flag has the logo of the new municipality based on the coat of arms.

The [c2j87] implies that the design was not approved by a royal resolution, but notes that it was adopted by the municipal administration on 27 April 1957, after a drawing by Magnus Hardeland. I guess the design was not considered "good enough" for high quality standards of the Norwegian municipal heraldry. [c2j87] even are not calling it a coat of arms, but an emblem ("et merket").
The seagull is said to represent "setting off" (as in "setting off on a journey") and living by and of the sea. The design also represents the sea and the steep mountains - the last canting the municipal name.
