Looking at the various links given, thanks to Paris, I deduce that Thinadoo
City was created on 30 August 2023 on the basis of the Decentralization Act of
2020 stipulating that any island with more than 10 000 inhabitants can claim the
title of "City" (Sitee). The controversy comes from the fact that in 2024 it was
said that the population of the island would be less than 8 000 inhabitants and
a constitutional petition filed for downgrading is currently being examined by
the Civil Court after an initial rejection of the file by the High Court.
The island (then called Havar Thinadoo) suffered almost total depopulation
between 1963 and 1966 after the repression of the Suvadives secession (1959-63),
and then massively repopulated.
Concerning the flag, the translation of
the text of the publication (https://www.facebook.com/photo)
in Divehi says that the flag was adopted by Havar Thinadoo island during the
celebration of the 55th anniversary of the second settlement. The ceremony was
held on 22 August 2021 in front of the then "Thonadhoo Council Office".

It has many similarities to the

I tried
to redraw the flag in https://www.facebook.com/photo but it seems different
from the one shown in the other 2 links given (https://www.facebook.com/photo.php
&
https://www.facebook.com/photo.php) and is more likely the council flag. It
looks like the former secessionist flag of Suvadives but flipped and without the
crescent in the middle.
