I found an old official document of Ryukyu customs ensign which was adopted on 20 April 1954 by Notice No. 11 under United States control.
The ensign has a device of Ryukyu customs badge bearing winged eagle, 14 leaves and words of Ryukan 琉関 Ryukyu Kanzei 琉球・関税 (customs) in a stylized kanji based on Japanese customs ensign adopted in 1892.
The Ryukyu customs ensign replaced sun disc of Japanese customs ensign with the badge.
The Ryokan letters are red and eagle and 14 leaves are gold on white/blue diagonal
field.
