This mark was created by taking the first syllable of "Kumamoto"
("ku" in Japanese letter) and combining it with the geographical
features of Kyushu. The white circle [??? - Jo.] in the center symbolizes
Kumamoto prefecture, which is located in the center of Kyushu.

Kumamoto Prefecture Fishery Inspection Vessel Ensign was
adopted on Jan 18th 1955 by Notice No 36 which was
white ensign charged with blue logo mark of stylized kanji mizu 水 = water and kanji 水 in white inside on two red horizontal stripes.
