It is used since 1869 when, thank to royal decrees, Italian
provinces adopted their own coat of arm. The shield has a Samnite
shape, with 2 vertical division: the left one has red and yellow
vertical stripes, the right one has orizontal stripes. The little
shield in the middle has a running deer in the red lower half,
and an eagle in the yellow upper half; over it there is a crown
pertaining to a marquess. Over the whole shield a crown with a
bay and an oak breanch.

According to <www.flagsonline.it>
the flag is vertically divided red-yellow and charged with the
inner part of the coat of arms. Acording to <www.comune.stezzano.bg.it>
the flag is indeed a red-yellow.

very similar (in scheme) to the British Union Jack.
