In the upper blue field of the flag—which is divided horizontally by a line resembling the cut of a spruce bough—there is a white four-pointed star in the canton (the upper corner next to the hoist); the lower field is white. The ratio of the flag's width to its length is 2:3, and its standard dimensions are 100 x 150 cm. The spruce-bough line dividing the fabric indicates that Rägavere Parish is situated in a forest-rich area and that the forest has long provided a livelihood for local residents. The white four-pointed star (star-cross) in the upper hoist corner inspires a life-affirming belief that a better future awaits the industrious people of the parish who strive for progress in education. The white color of the flag also symbolizes the peace and purity of spirit attained by those who value spiritual ideals and the intellectual heritage of their ancestors.

This partition line is called "fir-tree topped" in the UK, "sapinagé" in Canada (both English and French), "havukoro" in Finland (where it was invented) and "okaspuutaimelõige" in Estonia.
