I have 9 stars. Arrangement was slightly changed when a 10th
star was added. I don't know the meaning of stars (there's 16
cantons). About the size of the stripes Smith gives 2:2:1:2:2, a
Ecuadorian plate 1:1:2:1:1, and Restrepo 2:1:2:1:2. There are
contradictory reports because sometimes there is a confusion with
cantonal flags of similar name.

I found two sites with different color shades:
- www.lahora.com.ec
-representing Loja Canton, a simple flag without stars but with
the basic colors of Loja, which can be seen at the link provided
by Andersson. (see: Variant (?))
- www.ambato.com
-representing darker shade of blue.
I agree that the dark-blue flag has the right shade of colors and
beauty to be the real one, but the previous two links uses the
basic colors version instead.

At www.hcpl.gov.ec
there is the flag for official use of the Loja province. It
seems that at several administrative units at Latin America it is
usual, that the heads of the unit use the administrative flag
with the full Coat of Arms in the flag.

This is obviously a “simplified” version of the actual flag (roughly the same
base pattern minus the stars) and, even if completely illegal, might have some
currency as a bunting pattern, or is at least recognized as referring to the
provincial flag.

This is a completely different pattern, a 1:2 unequal horizontal triband
double high green over blue over red.
