This flag is a horizontal tricolor of green over yellow over red. Its ratio
at
http://www.explored.com.ec/ecuador/carch.htm is oblong, between 1:2 and
3:5 (image unchanged in the website explored.com.ec from 1999 to 2016), while in
the Spanish Wikipedia
an
image in 2:3 has been in use since 2010; before that
an equally
less oblong image, of inferior quality has been in use.

Esteban Rivera, 21 April 2016
The official website, reported by Esteban, shows a less oblong ratio in its
illustration of the flag (http://carchi.gob.ec/)
at 3:5 or even 2:3, as shown above.

This is a plain white flag, of approximate ratio 1:2, with two narrow
vertical red stripes along the hoist and the fly (the width of each ~1/4th of
the flag’s height), each containing three large five-pointed white stars,
pointing to the hoist. This design was reported in the late 1990s by Jaume Ollé
as an incorrect report circulated in vexillological circles world-wide, very
different from the actual flag.
