It is a blue-yellow horizontal bicolour with centred arms.

It is a blue banner with horizontal yellow stripes at the left and right edge. The ratio of stripes is 1:3:1. Within the blue stripe is the coat of arms shifted to the top.

Shield Or a bar chequered of Gules and Argent, on chief and base a bar wavy Azure.
Meaning:
The shield is taken from the Counts of Mark, recognisable by the Markian chequered bar (version 3 times 7 squares). The bars wavy are symbolising the rivers Ruhr and Ennepe, which gave the county its name.
