INEM Francisco de Paula Santander, located in Bogotá, was the first INEM established in Colombia, as prescribed by Decree No. 1962 issued on 20 November 1969. Established in borough Kennedy Norte, the school is known as Kennedy INEM.

The prescribed flag of INEM Francisco de Paula Santander was designed in 1971 by Samual Combariza, from the Industry Deportment.
The flag's left half is green, symbolizing the common nucleus of study, while the right half is horizontally divided white-green-white-green, symbolizing the four original sectors covered by the school's academy, industry, agriculture, commerce and socio-technical. The flag is charged in the center with the school's coat of arms.

The coat of arms, designed by Gustavo Álvarez, from the Industry Department, is circular to represent the school's educational offer. The green field is a symbol of hope, friendship and respect. The central, yellow star, is composed of two superimposed equilateral triangles. Its six points symbolize the six grades offered at the school.
