The Flag

The flag was originally used by the State of Cundinamarca in 1813. That flag was sometimes used in the 19th century (circa 1813-1860).

The original flag was created on the Independence Day, 20 July 1810. It was oficially adopted on 17 July 1813 during a session chaired by Antonio Nariño, President of the State of Cundinamarca.. See Cundinamarca Independent State (1813-1814).

I have been looking in the website of the Cundinamarca Governorship www.cundinamarca.gov.co and found this about the flag: The blue is darker than the one in above and as the bottom Flag in Use, however the description leads: "Por Decreto de 15 de septiembre se promulgaron y oficialmente sustituyeron a las de España. La bandera se compone de tres colores a saber: azul celeste, amarillo tostado y color de punzó. [By decree the 15th September (1813) where promulgated and offitially substituing those of Spain.  The flag is composed of three colors, which are: sky blue, burnt yellow and "punzó" color.]
What they mean with punzo I have no clue, but the description does of the blue does not match the one in the picture (no way I will call "celeste" that shade of blue).
I have never seen that yellow with gray, red and green details in the CoA that is displayed above.  As far as I know, the coat of arms is black over white, as displayed on www.cundinamarca.gov.co.
In the site, there is a golden chield in the header with the same design as the coat of arms, however with no gray, red and green details.  I guess any black over light surface would be valid.
In the homepage of www.cundinamarca.gov.co you can see a picture of showing the Governor giving a Cundinamarca flag to a football team.  The blue is definitevely light sky blue and the coat of arms is black, with coloured details, over white.(larger picture at www.cundinamarca.gov.co/file_boletines173283.jpg.

WRONG Reported Flag

The flag looks different from the one on top:
- darker shade of blue
- thinner middle bar
- no coat of arms.

That flag as such does not exist. It is based on a web image that was erroneously designed -on a page that is no longer available. I can affirm that the flag reported on this image does not exist, has not been manufactured, and if someone sees it he/she will never take it to represent Cundinamarca. It only exists because whoever was in charge at the web-site did not have web flag-waving abilities.

Coat of Arms

The motto reads "Free and Independent Government of Cundinamarca" and that the coat of arms is similar to the one used by the Cundinamarca Independent State, except that the white field is now yellow.
