According to this blogspot:
The flag of Padre Pedro Chien was adopted on September 26, 2001. It was designed by Professor Régulo Rivas. Green represents the rich variety of mountains and savannahs which exist in the municipality. Yellow represents the riches of the land's soil. In the center is a harpy eagle, symbol of the independence and of the municipality's faunal wealth. The inscription the eagle holds reads, "Municipio Padre Pedro Chien". Brown represents the wealth in lumber that the community has.
