Flag

I found a picture of what seems to be the flag of Watervliet, New York. The flag is cyan with the seal, in white, in the middle, and has some intelligible words such as "WATERVLIET" and "NEW YORK" in white. Apologies for the bad photo, but it's better than nothing for now. I sent an email to the city clerk asking if they had a flag (this was before I found it) and hopefully I won't be ghosted again.
