I think the flag is 3x5. I also wonder if the background is not pure white.

Wickenburg’s first flag came about soon after a contest’s conclusion on
January 31, 1977. The winner (and two honorary winners) won a prize of $250,
when the flag was adopted officially on February 22, 1977. The designer of this
flag was Robert Shufelt. Keep in mind this is very likely not the more known
Shufelt, who lived in Wickenburg but today lives in New Mexico.
