It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of green and yellow .

The shield of the arms is Vert, a basket Or emphasized Sable, in chief two hunting horns Argent stringed Gules with embouchures Or, on base wavy Argent a barrulet wavy Azure. Mural crown Argent with four visible towers (town rank) and white scroll reading in black upper case letters "VILAR SECO DE LOMBA"
Meaning:
The name of Vilar Seco de Lomba means in current Portuguese something like "dry hamlet of bump". This can be decoded when comparing with neighbouring village (and former communal seat) Vilar de Lomba: The village at hand was probably seen as "drier" (less rivers or higher altitude) upon naming. It is ironical to see blue and white waves, standing for a river, on the arms of a place named dry, though. (Lomba itself, in spite of its modest meaning, is the name of a local mountain range.)

Vilar Seco de Lomba Commune is one of the 26 communes of Vinhais Municipality; it had 235 inhabitants in 2011 and covers 20.2 km².
