It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field.

Coat of arms

Shield Azure with base wavy of Argent and Sable, crowned by an embattled castle Or masoned sable with port and windows of the same and three embattled towers, at either corner of the chief a scallop Argent. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "CASTELO DO NEIVA".
Meaning:
The castle was name giver of the commune and had great importance in times of the bvery beginning of the Portuguese nation. The scallops are attributes of St. James the Elder and refer to a legend that the saint disembarked here in order to proselytise the local people, before he headed to Galicia. The base wavy is symbolizing Neiva River.
