São Clemente de Basto, or simply Basto (São Clemente), is one of the ten communes of Celorico de Basto Municipality not affected by the 2013 changes ; it had 1381 inhabitants in 2021 and covers 9,01 km².
In this communal territory there are 36 named settlements, incl. the eponymous São Clemente; among these only one has town rank status (implying the rest are villages or less, although official documents almost never positively acknowledge these under-town ranks), however that is not the mentioned namesake, but rather Gandarela (or Gandarela de Basto. The local settlement geography is diffuse, without the clumping of structures and polycentralised intrastructure networks often seen elsewhere, and any boundary demarcation under the commune level is easily altered. I usually don´t mention this kind of stuff when describing Portuguese communes (even though I find it no less fascinating than flags), but in this case it may affect the way the flag is interpreted locally and might yield variations, both official and not so — namely the scroll altered to refer to Gandarela instead,
and/or the mural crown showing four towers to match its rank.
