The Ministry of Foreign Affairs was established on October 15, 1821 and adopted its current form on April 1, 1979.

The logo is a mix between the Coat of Arms, "نشان رسمی ایران" (English: The official Emblem of Iran), as it is officially
called, and "ربع الحزب", romanized as Rub-el-Hizb, also known as also known as the Islamic Star. In Arabic, Rubʻ means "one-fourth" or "quarter," while Hizb translates to "a group." Initially, it was used in the Quran, which is divided into 60 Hizbs (groups of roughly equal length); Rub el Hizb further divides each Hizb in four. A Hizb is one
half of a juz'. The main purpose of this dividing system is to facilitate the recitation of the Quran

The Emblem was designed by Hamid Nadimi, an architect and graphic designer, and was officially approved by Ayatollah Ruhollah Khomeini on May 9, 1980 and officially adopted by the Government on July 29, 1980. He is also the designer of the current Iranian flag.

As Bill correctly pointed out, this is the official portrait of the current Minister of Foreign Affairs of the Islamic Republic of Iran since (at least) 2024.

The picture is seen here even in 2026 as this article depicts: https://www.jfeed.com/news-world/iran-us-talks-framework (image direct link).

The previous logo and flag seemed to have been a commemorative and/or temporary symbols which were unveiled on the eve of the establishment of its 200th anniversary (the establishment was in 1821 and the logo and flag were unveiled in 2020). In the Persian calendar, it was established in 1200 first as Foreign Affairs Organization.

The logo is (originally in Persian) (the) "interaction with the East and West: In addition to expressing interaction with the East and West, the emblem also expresses the priority of communication with neighbors. The curvature of its sides also evokes the entire world and is reminiscent of the emblem of the Islamic Republic of Iran.
