According to the "Adonnino Report" [source] (in memoriam of Mr Pietro Adonnino, Chair of the ad hoc Committee 'On a People's Europe', formally Report to the European Council by the ad hoc committee "On a People's Europe", A 10.04 COM 85, SN/2536/3/85) issued in Milan on June 28-29, 1985, there was a proposal for a flag as follows.

"9. STRENGTHENING OF THE COMMUNITY'S IMAGE AND IDENTITY
The Committee, taking account of the reference to initiatives of
symbolic value in the conclusions of the European Council at
Fontainebleau,
proposes the following:
9.1. There is clearly a need, for both practical and symbolic reasons,
for a flag and an emblem to be used at national and international
events, exhibitions and other occasions where the existence of the
Community needs to be brought to public attention. A decision on this
matter is required in order to avoid misunderstanding and confusion.
The Committee agrees with the European Parliament's idea that a design
which could be used for both a Community emblem and a flag should be
basically that chosen by the Council of Europe. However, bearing in
mind the independence and the different nature of the two
organizations, the Committee proposes to the European Council that the
European Community emblem and flag should be a blue rectangle with, in
the centre, a circle of twelve five-pointed gold stars which do not
touch, surrounding a gold letter E, of the design already used by the
Commission."
It is then likely that the description above may well be the
connection and/or background for the appearence of the "Unofficial
flag of the European Community" since both are
dated 1985. However, different elements vary since the Adonnino Report
does not specify a font type and features the yellow five-pointed
stars, while the "Unofficial flag" simply displays the "E" in a
specific font (which by the way is featured in the cover of the
"Adonnino Report" with the accompanying stars).

An unofficial European Community flag was displayed on the occasion of a visit to the Commission (Berlaymont, Brussels) by His Holiness Pope John Paul II, 20 May 1985 (photo).
The flag is blue with a yellow symbol, probably a single round "E".
