Overview

Adopted: 25 August 1993. Prop.: 7:11. Toila is a rural municipality (vald) in Ida Virumaa County (maakond).
Dov Gutterman, 12 January 1999

Toila vald - Blue and waves refer to the sea and Pühajõge river, silver refers to the limestone cliff, branch of pine refer to the pine forests.
Erki Kurrikoff, 6 April 2001

The rectangular flag of Toila Municipality is divided vertically into two fields. The field at the hoist, occupying 3 units of the flag's length, is white, while the rest of the fabric is blue. At a height of 0.5 units from the bottom edge of the flag, there is a wavy line, 1 unit wide, in the contrasting colors. A yellow pine treetop appears on the blue field. The ratio of the flag's width to its length is 7:11. The flag's shapes and colors symbolize the sea, the limestone cliff, the Pühajõgi River, and pine forests, as well as resilience and vitality. In 2025, Toila was merged with the municipality of Jõhvi, so these symbols are no longer official.
