Meaning:
The arms are those of the Margraves of Meißen, who gained the fiefdom over the city from the Bishop of Naumburg in the 13th century.

Meaning:
The tear drop (gutté de larmes) is a blue drop and here representing water and not tears. The whole ensemble is referring to the importance of local water economics. The tinctures are those of Upper Lusatia.
