The flag appears to be a Centennial flag. It consists of the seal of Chalfant. Under the seal is a grey red-bordered banner with the text 100 years. Under the banner is the incorporation date, which is December 14, 1914. The flag was created for the Centennial year of 2014. However, photos from the municipal building which date back to 2017 shows the flag inside the municipal hall, which could mean that it was later turned into an official borough flag.

The flag of the Chalfant Women's Club appears to be the yellow flag on the pictures at https://chalfantborough-pa.org/government/borough-council. I see the word "Chalfant" and a black and white seal below.
