The flag uses a lighter version of the American flag as its basis. On the fly side is a white quarter circle which spans from the top of the 13th stripe, to the bottom of the 1st stripe. Inside the quarter is what appears to be a combination of the arms of the Duke of Bedford, and portions of the Pennsylvanian arms. Above the arms is the township name, and under the arms is the county, state, and incorporation year, the text is in a old Germanic script.

I think this flag is the US official flag size rather than 5x3.

According to the PSATS on the flag parade, only 3x4 or 3x5 flag ratios are
allowed. Also, the way the flag looks in that photo is really distorted. Due to
the pattern of the American flag, along with the folding, it hides portions of
the flag.
