Leoni Township is a civil township of Jackson County in the U.S. state of Michigan. The population was 13,459 at the 2000 census." - from Wikipedia: en.wikipedia.org/wiki/Leoni_Township,_Michigan.
The township flag is shown on a township website:

The flag is grey (or white?) with the state arms centered, LEONI TOWNSHIP arched above in blue, SERVICE IS OUR GOAL below in yellow, and PROTECTION, SEWER, WATER written around the arms. An image of a police car, a fire engine and a Dept. Public Works truck are present.
According to the township's website, their current departments are called:
- Police Department
- Fire Department
- Water & Waste Management Department
and that given the cute vehicle pictures on the flag, that DPW might have been the initials of the previous incarnation of the department, Department of Public Works, which in American municipalities usually refers to sewerage and so on and that therefore, that might be an indication of the age of this flag.
