The MDI is an Agency of the Ministry of Defence. "The main purpose
of the institution is acquisition and analysis information about the military potential of other countries
andthreats of a military nature." (source, Ukrainian)
Its current full name is The Main Directorate (Department) of Intelligence of the Ministry of Defense of
Ukraine (Ukrainian: Головне управління розвідки Міністерства оборони України,
ГУР МО), abbreviated as HUR MO or GUR MO.
In February 1992, the formation of the Intelligence Department (Directorate) of the
General Staff of the Armed Forces of Ukraine) started, formally
established by a Decree of the President of
Ukraine regarding the formation of
the Office of Military Strategic Intelligence Ministry of Defense of
Ukraine (source). This meant that the
intelligence organization and activities of the Armed Forces of
Ukraine were controlled by two separate authorities. It was clear that
two agencies with different levels of reporting to the Minister of
Defence and the Chief of the General Headquarters were
practically unable to make coordinated decisions concerning the
organization and management principles for various intelligence units,
control over their activities, definition and amount of their
responsibilities etc., without duplicating each other.
This posed major obstacles on the way to creation of a modern,
effective defence intelligence system. Therefore, the leadership of
both agencies made their suggestions on the establishment of a unified
central defence intelligence authority.
Then by a Decree of the President of Ukraine dated
July 6, 1993 regarding the formation of the Main
Directorate (Department) of Military (Strategic) Intelligence of the
Ministry of Defense of Ukraine on the basis of the Intelligence
Directorate (Department) of the General Staff of the Armed Forces of
Ukraine and the Board of Military Strategic Intelligence of the
Ministry of Defense of Ukraine the two Intelligence
organizations, the Department of Military Strategic
Intelligence of the Ministry of Defense and the Intelligence
Department (Directorate) of the General Staff of the Armed Forces of
Ukraine) were set to merge.
Then by a Decree of the President
the organization was renamed.
Then on March 22, 2001 the Verkhovna Rada (Parliament) of Ukraine
ratified the Law "On Intelligence Agencies of Ukraine" with the
GUR MO(D) of Ukraine being granted the status of a special government authority. (source,

The emblem is described as follows (original in Ukrainian): "The
emblem of the Main Directorate main dire of Intelligence of the
Ministry of Defense of Ukraine is a round shield of black color with a
gold rim, on the background of which is a straight equilateral cross
with diverging sides of crimson color, in the center of which there is
an image of the Sign of the Princely State of Volodymyr the Great in a
round blue medallion. The medallion is superimposed on the image of a
four-pointed star surmounted by the image of a 'scout' lily and two
crossed swords with the point up, placed between the sides of the
cross. The ribbons of the cross, the image of a star and swords are
golden." This was issued by the Decree of the President of Ukraine dated June
20, 2006. No. 551/2006 On the symbols used in the Armed Forces of
Ukraine.

The shoulder patch insignia was introduced in 2016 and features an owl
with the inscription on top "Military Intelligence of Ukraine" (воєнної розвідки України),
and on bottom "Sapiens dominabitur astris" (English: The wise will rule over the stars) crossing
the whole russian territory depicted as a black map. It is important to
highlight that the bat is used on both: Russian Spetsnaz GRU (formally
known as Special Forces of the Main Directorate of the General Staff
of the Russian Armed Forces) as well as paramilitary forces emblems'
(i.e. RSB Group), with bats
being known to be prey to owls, something that at the time enraged Russian authorities. (source, Ukr.)

The special unit "Kraken" is a separate
reconnaissance and subversive unit of the Main Directorate of
Intelligence of the Ministry of Defense of Ukraine.
It was formed in March 2022 in Kharkiv by mostly veterans of the Azov
Brigade, as well as Officers of the Main Directorate of Intelligence of the Ministry of Defense of
Ukraine, ultras and volunteers, and has the size of a regiment.
The flag is a horizontal black background with a red thick stripe in
the middle featuring the logo (the logo is the kraken, a legendary sea
monster) (picture, source

[Kraken is also the German word for octopus.]

Note that upon kraken's head, there is a Tiwaz rune.
Although it is yet to be discovered whether it is really explained as
such, or just as an arrow (Considering that the kraken has its place
in the Trumpist symbolism, as well as the shape of the arrow-like
symbol, the first option seems more likely. Regardless of that, it is
probably just a matter of time when this will be presented as a proof
of Ukrainian neo-Nazism by Russian propaganda).

There is a 2003 law that gives this ministry official symbols. The law
(No. 24/2003, 15 January 2003, signed by President Leonid Kuchma) and a flag can be seen
here.
The technical description can be also read here if the

the center of a white flag (see below), documented in 2021 here.

The National Mediation and Conciliation Service (Національна служба
посередництва і примирення) is a state level body established by the
Presidential Decree of 17.11.1998 No. 1258/98. This organ aims to
provide mediation services during labor disputes, similar to the
American Federal Mediation and Conciliation Service. They also offer
services to prevent such conflicts in the future, how the law and
labor organizations and government can work together, among other
things (Source [Ukrainian]).
On January 31, 2023, President Volodymyr Zelenskyy issued a decree to
create symbols for the NSPP, including a flag. Decree No. 52/2023
gave them a flag
that contains their emblem at the fly end and the Ukrainian bi-color
at the top hoist. The emblem height is 1/2 of the hoist of the flag,
the Ukrainian flag is half the hoist and half of the fly end; the
overall flag ratio is 2:3.

The National Security and Defense
Council of Ukraine, NSDC (Ukrainian: Рада національної безпеки і оборони України)
was established as the Defense Council of Ukraine (Радa оборони
України) by the
resolution of the Verkhovna Rada of Ukraine dated October 11, 1991 No.
1658-XII. The Defense Council was defined as the highest state body
of collegiate governing on matters of defense and security of Ukraine.
The Council was originally created under temporary provision on July
3, 1992 as the National Security Council. On August 23, 1994 the
President of Ukraine adopted a new provision for the Council. After
the adoption of the Constitution of Ukraine on June 28, 1996, the
provisions of the council (National Security and Defense Council of
Ukraine) were outlined in Article 107. Thus the National Security Council of Ukraine (Радa національної
безпеки України) was
merged with the already existing Defense Council of Ukraine (Радa оборони України)
and was adapted by the Decree of the
President of Ukraine dated August 30, 1996 No. 772.
