According to the Thai Ministry of Interior in 2000, the flag of Uttaradit is
purple with orange rectangles on each corner and with the provincial seal in the
middle, including a red garuda. It can be seen here too :

The specifications of the flag is follows: the flag has a ratio of 120x180 cm and contains two colors. The main background is orange; this background is cut by a purple cross. These purple sections are 70 cm each.
In the center of the flag is the provincial seal that has a diameter of 70 cm.
