The flag of Närke is a banner of arms, just like all other Swedish provincial
flags. The arrows are of a type called "skäkta", with triangular points (a difference
to note when comparing these to the arrows in the arms and flag of Dalecarlia).
The roses are probably just added to fill out the field.
