On 25 October 2002 the final alternative design of the flag of Omsk oblast was presented to the deputies of the legislative meeting. Considering this, it is decided that the competition to design Omsk regional flag is closed.
The flag of Omsk region is made in accordance with the traditions of the flags of Russia. It is rectangular with three unequal vertical stripes. Left and right stripes of red color (symbol of bravery, courage and beauty) and middle stripe of white color (symbol of cleanliness and which also alludes to the snowy Siberian landscapes). In the middle of the white stripe a vertical wavy stripe of dark-blue color, which symbolizes Irtysh river.

The project of flag has received positive opinions from the specialists
of heraldic council but it has been suggested to replace the white stripe
by a yellow one in order to coordinate the coloring of the flag with the
future coat of arms of the region. This proposal has
been approved by the provincial deputies.

From Omsk I’ve got the answer that there are nor
coat of arms nor flag of Omsk region because the laws
about symbols of Omsk region were not passed yet.

Please note that these texts prove that
no flag was adopted following the first competition
(jury decision in December 1997). The second competition
announced may have or not yielded finally a flag and coat of
for the region, but I wander how this related to the adoption
of the old RSFSR flag reported in August:
How does the all-Russian soviet flag «take into account the
particularities of the Omsk area of the Irtysh Valley, its
history and heraldry, the traditions of the Siberians, the bond
of generations, and the recognition of the economic, social, and

By decision of the Legislative Assembly of Omsk Region (Resolution of 21.10.97 #248 On Proposals by the Commission of the Results of the Competition to Create the Designs of the Coat of Arms and Flag of Omsk Region) the designs of a coat of arms and flag of Omsk Region under the names "Skeleton" and "Steppe Eagle" were published in the newspapers Omsk Messenger, Omsk Pravda, Evening Omsk, and Peasant Word, and were broadcast on the station Irtysh. The heads of the municipal government of the city of Omsk, of organs of local self-government, and of community organizations, and citizens of the region received these proposals from the committee as the property of the Legislative Assembly of Omsk Region. These proposals were submitted by firms prior to the competition to create a coat of arms and flag for Omsk Region. The commission to create the coat of arms and flag of Omsk Region has condemned premature variants.
With regard to the proposed variants of sketches of a coat of arms and flag of Omsk Region under the names "Skeleton" and "Steppe Eagle", the Legislative Assembly of Omsk Region resolves:

Please note that the values given
are in old rubles: On Jan 1st 1998 the ruble was
devalued 1000 fold, being one new ruble equivalent to
1000 old rubles (it was also equivalent to one US dollar
— now it is worth four cents…) All this meaning that
the first prize was worth approx. 1200 USD.

With band in dark blue, the flag with
hammer and sickle is the flag of Omsk Oblast.

The flag of Omsk region is adopted this month: it is like
Voronezh based
in the RSFSR, but complete with yellow
hammer-and-sickle and star! Then is better to say, same that the
old Russian Republic flag. Surely Communist Party rules Omsk
