Here is a flag used during a visit of the Dalai Lama at Thupsung Dhargye Ling
Institute in 2009. The institute, which focuses on teaching to lay people, was
built in Dirang, Arunachal Pradesh, India. It is a horizontal tricolor, yellow,
white, blue. On one photograph it seems
to have the same size as the
Buddhist flag but on another one we can see a much longer flag. I couldn't find
its meaning or origin.

Yellow often looks
darker than in the Buddhist flag, although not always. Blue also sometimes looks
slightly darker than in the Buddhist flag, but even less frequently than yellow.
Sometimes there also seems to be some kind of symbol in center of white field,
although it is not visible clearly enough.

The flag seems to have a symbol in the middle of the white stripe, as seen
here:

My best guess is that
perhaps it's the flag of the temple, as seen in this section called "Tibetan
Buddhist flags outside Tibet", whereas each Tibetan Buddhist Center has its
own flag.
