It is a typical Portuguese communal flag, with the coat of arms centred on a plain purple field.

The arms are Argent a procession trellis arch Vert garnished Sable and in chief two bunches of grapes Purpure leaved Vert. Mural crown argent with three visible towers (village rank) and white scroll reading in black upper case letters "RAMALHAL - TORRES VEDRAS".
Meaning:
"Ramalhal" means a place of fronds, which may be canting about the fronds usually interwoven in the procession trellis arches in local use.
