It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of yellow and blue.

Coat of Arms

Shield Gules with base wavy of Argent and Azure, issuant from base an ancient bridge Or masoned Sable, on central chief a pair of keys Or crossed per saltire and tied Vert, over all issuant from base two half ovals nebuly Sable. Mural crown Argent with four visible towers (village rank) and white scroll reading in black upper case serifed letters "UNIÃO DAS FREGUESIAS DE TORRES NOVAS (SÃO PEDRO), LAPAS E RIBEIRA BRANCA".
Meaning:
A base wavy, a representation of the Almonda River, had been part of the arms of two predecessors, in Lapas the arms were completely barry wavy of white and blue. The bridge is taken from the arms of the former Ribeira Branca Commune, the key from those of the former São Pedro Commune, here only referring to the saint as name giver. The black base, symbolising a cave, is taken from the arms of the former Lapas Commune.

Torres Novas (São Pedro), Lapas e Ribeira Branca is one of the four communes of Torres Novas Municipality created by a merger during the 2013 changes. It had 8020 inhabitants in 2021 and covers 21,99 km².

Shield Gules with base wavy of Argent and Azure, a pair of keys Or crossed per saltire and tied Vert. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "S. PEDRO - TORRES NOVAS"
Meaning:
The crossed keys are an attribute of St. Peter, the local patron saint. The base wavy is representing Almonda River.

Shield Argent parted by five bars wavy Azure, over all flanked by two half ovals nebuly Sable. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "LAPAS".
Meaning:
The black parts are symbolising the earth and the darkness of local caves. The waves are symbolising Almonda River.

"lapa" is a somewhat archaic portuguese word for "cave" (more usual synonyms are "gruta" and, less so, "caverna"); the usual meaning of "lapa" is an unrelated homonym meaning "limpet" (editorial note: a kind o slug, kms).
