It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field.

Shield Azure, an ancient crown Or and two maize ears Or ordered 1:2, in base wavy Argent two barrulets wavy Azure. Mural crown Argent with three visible towers (town rank) and white scroll reading in black upper case letters "REGUENGA - SANTO TIRSO".
Meaning:
The word " reguenga" is a variation of "reguengo", meaning crown lands (i.e. owned by the monarch or by the Crown Estates); the crown on the arms is therefore canting.
