It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a field quartered of blue and white.

According to Sérgio Horta the blazon is as follows:
Shield Azure, a castle Argent masoned Sable with port and windows Gules, on the lateral towers two ravens respectant Sable, the whole flanked at dexter and sinister by a 7-point star Or and an inverted crescent Argent (editorial note: inversion of both at sinister side is not mentioned), in bade two mountains Or, each charged with adisc Azure. Mural crown with four towers (town rank), with scroll with inscription "PENACOVA".

The coat of arms is remarkably unusual: the shield is samnitic, so-called french style, and instead of a scroll its surrounded by a golden garland. The charges of the coat of arms are: Azure fimbriated Argent, a castle Argent with port and windows Gules, a raven Sable perched on both lateral towers, flanked dexter by a crescent inverted Argent over a sun Or, sinister by the inverse composition, in base a double mount Argent charged with two discs Sable.
