It is a typical Portuguese communal flag with the coat of arms centred on a green field, not surprisingly.

The coat of arms has a 4-towered mural crown, a scroll reading "VILA DE AVIS" (see right flag image above)
The shield has a green Avis cross on a white (probably silver in the official description) background,
and an inescutcheon centred in the cross. The inescutcheon is charged with a black eagle over a tree (probably a cork-oak) proper on a golden background.
In a different source, the scroll comes with the inscription "CÂMARA MUNICIPAL DE AVIS" and sometimes in a very light yellow instead of white (see left flag image above).
