I think this is a better version of the color. Looking at some other site on
the Internet mostly show this variant. They call it: green, which for me is not
exactly but...

(Actually you're right, in some pictures it looks bluer, but it's happening to
me with many images. It all depends on how bright and the angle taken that might
affect the color.)
The only thing I forgot was a variant of the name of the city.

The city emblem was adopted on Mar 31st 2005 by Notice No 127 but there is no flag law.
The white flag has a green and a white two color city emblem in the center.
The city emblem is a stylized hiragana う U of Usa in a form of flapping wing
to the bright future.
The upper circle is the sun symbolizing a hope and a vigor.
The lower part is a wave coming from the city.
The green color stands for an abundant nature.

Thanks to Mr. Kariyasu here is corrected flag of former Usa city in Oita
Prefecture. Emblem is not black, then dark maroon.
