The town hall in Ventimiglia had three flags flying: the
Italian national flag, the EU flag, and a vertical tricolour of
green-red- blue. The central red stripe had a device in white,
but unfortunately there was no wind on the day of my visit and I
was unable to distinguish the design of the central emblem. I
presume this must be the municipal flag, and a rampant lion
appears on municipal rubbish bins, etc., so the emblem on the
flag *may* have have been a rampant lion - but that is only
speculation.

Here is a coat-of-arms of Ventimiglia at the municipal website

The municipal statutes: <www.comune.ventimiglia.it/Statuto.htm>,
describe the arms (as the image above) and the gonfalon (which is
light blue with the arms and fringed in the national colours) but
not the flag. Perhaps what Vincent saw is some kind of unofficial
flag?
