This Local Council is a unification of three villages of settled Beduins. The biggest one, Ka'abiyye got 2500 inh. and the others are Tabbash with 650 inh. and Hajajre with 1000 inh. This Local Council is situated in Jizrael vulley NE to Qiryat Tiv'on.
In my visit of today there was the unofficial flag: emblem in natural colors on white background with inscription in Arabic and Hebrew in semi-circle below the emblem.
The emblem was not published in the official gazette.

This Local Council govern three (geographically speaking – four) Bedouin villages Ka'abiyye, which is divided by Zippori stream to two parts, Ka'abiyye – North and Ka'abiyye – South, was established in the 1970' in order to give a residential solution for the Galilee Bedouin tribe of Arab-Al-Ka'abiyye (hence its name).
Tabbash (a.k.a. Khilf-Tabbash) established in 1979 in order to give a residential solution for the Galilee Bedouin tribe of Arab-Al-Khilf. It was united with Ka'abiyye in 1982.
Al-Hajajre was established in the Mandate era and was recognized as a community in 1971. In 1995 it was united with Ka'abiyye-Tabbash. It is a residential site for the Galilee Bedouin tribe of Arab-Al-Hajajre.
All three became a local council in 1996 with total population of 3600 (2003).
