Francisco Gregoric has located the flag of the Universidad
Galileo/Galileo University in Guatemala. Although the university
seems to have its own post code, I presume that it is physically
located in Guatemala City. The flag can be seen at <www.galileo.edu>.
In the case of Galileo University, since the institution is a
private institution, the colors of the Guatemalan flag have been
slightly modified. However, it would be obvious to anyone that
the university was a Guatemalan institution.
From this website: "La bandera de Universidad Galileo fue
habitamos.".

Universidad de San Carlos de Guatemala (USAC), the sole public
university in Guatemala, originates in a request tabled in 1660 by Payo
Enríquez de Rivera (1622-1684), Bishop of Guatemala (1657-1667;
subsequently Archbishop of Mexico, 1668-1681, and Viceroy of New Spain,
1673-1680), with the economical support of Sancho de Barahona, Isabel de
Loaiza and Pedro Crespo Suárez, representatives of the local elite. This
resulted in the establishment of the Universidad del Reyno de Guatemala
by Royal Letters signed on 31 January 1675 by King of Spain Charles II
(1661-1700, crowned in 1665).
Juan Bautista Urquiola y Elorriaga (d. 1892), Doctor in Law from the
University of Salamanca, was appointed first Rector in 1681. The
university was established in the former Colegio Santo Tomás, from which
the Dominicans were expropriated. Sixty students registered for the
first classes: 7 in Theology, 36 in Arts (Grammar, Dialectic, Rethoric,
Arithmetic, Geometry, Astronomy and Music), and 17 in Kaqchikel language
(taught by the Dominican friar José Ángel Cenollo). On 18 June 1687,
Pope Innocent XI (1611-1689; Pope in 1676) granted the title of
Pontificia Universidad del Reyno de Guatemala to the university. The
first Doctor, Lorenzo Pérez Dardón, graduated in 1688.
In the 18th century, the Franciscan Friar José Antonio Liendo y
Goicoechea (1735-1814), appointed Professor of Philosophy, introduced
"rational philosophy", that is, experimental physics and chemistry to
the university; during his travel in Europe (1765-1767), he acquired
several books. He used the books by François Jacquier (1711-1788) on
Newtonian physics and by Fortunato of Brescia (1701-1754) on anatomy and
physiology, introduced microscopy and optics, and revamped the teaching
of geography and geometry. With the support of Rector Isidro Sicilia, he
reformed the studies in 1782, introducing Chairs of Pathology, Anatomy
and Therapeutic. A second travel in France and Spain (1787-1789) allowed
him to visit libraries and to acquire more books; he was commissioned by
the Madrid Botanical Garden to supply it with plants and seeds from
Guatemala.
The first independence of Guatemala was proclaimed on 15 September 1821
by the local civil and religious authorities, the board of the
university included. Incorporated to Mexico on 5 January 1822, Guatemala
eventually proclaimed its independence on 1 July 1823 in the Main Hall
of the today's Museum of the Universidad de San Carlos de Guatemala. The
university also offered to host the Congress that proclaimed the Central
American Federation.
Transformed in 1829 into the Academia de Estudios, the university was
re-established in 1840, and transformed in 1875 in Universidad Nacional.
The university was granted autonomy by Decree No. 12, enacted in 1944.
The first Constitution of the university was adopted in 1945 by the
Congress and modified in 1947.The autonomy of the university was
inscribed in the Political Constitution of the Republic of Guatemala,
elaborated in 1985 and modified in 1993.
USAC, operating 20 regional centers, is composed of 10 Faculties and 16
Schools.

The flag of USAC, designed by Rector Carlos Martínez Durán, was unveiled
in 1963 during the inauguration of the Rectorate building in the
university center located in Zone 12 of Guatemala City.
The flag is white with the university's coat of arms in the center. A
dark blue vertical stripe is placed along each side of the flag, from
which five dark blue triangles point to the flag's center.
Blue and white are the national colors.
White is also a symbol of impartial knowledge delivered in all Schools
and Faculties of USAC.
The dark blue lateral stripes and triangles represent the sky over
Guatemala and the volcanoes present everywhere on the national territory.
The flag is charged in the center with the university's coat of arms,
outlined in black.

The coat of arms of USAC is seal-like, with the border inscribed with
"CAROLINA ACADEMIA COACTEMALENSIS INTER CÆTERAS ORBIS CONSPICUA", Latin
for "Academy [San] Carlos de Guatemala Great Among Those of the World".
The seal features different elements on a blue background:
- on the vertical axis, from top to bottom: a papal tiara over St.
Peter's keys crossed in saltire, recalling the title of Pontificia
Universiada del Reyno de Guatemala granted by Pope Innocent XI in 1687;
the effigy of St. Charles Borromeo (1538-1584; canonized on 1 November
1610 by Pope Paul V), patron saint of King of Spain Charles II and the
university's namesake; Apostle St. James riding a horse and holding a
word, recalling that Guatemala City was originally named La Muy Noble y
Leal Ciudad de Santiago de Los Caballeros de Guatemala (The Very Noble
and Loyal City of St. James of the Knights of Guatemala).
- in the upper part, surrounding the tiara and the saint, the castles
and lions from the Royal arms of Spain ("Quarterly Castile and León").
- beneath, near the border of the shield, two columns charged, left,
with "PLUS", and right, with "ULTRA", meaning the high academic level of
the university [rather, the supporters of the Royal arms of Spain!]
- in base, the three green volcanoes, Agua (Water; 3,760 m), Fuego
(Fire, identified by smoke; 3,763 m), and Acatenango (3,976 m).
The coat of arms is a modern rendition of the oldest known seal of the
university, found on the front page of the Constitution of the
university dated 1681.
The next seal, dated 1686, kept the same design, placing the effigy of
the saint within an oval and featuring only two volcanoes, Agua and
Fuego. The writing was completed with the name of the university,
"PONTIFICIA UNIVERSIDAD DEL REYNO DE GUATEMALA".
On 11 April 1922, Revista de la Universidad introduced the brand new
coat of arms adopted by the University Council of the newly renamed
Universidad Nacional, described as follows:
"In the center the sphere representing the world; above, two hands
swapping books, representing communication between peoples through
writing. The motto "ITE ET DOCETE OMNES GENTES", Latin for "Go and Teach
Everyone", synthesizing the primary goal of universities. In base, year
"1922". The shield surmounted by a quetzal bird, a symbol of freedom
also representative of Guatemala, above it, "UNIVERSIDAD NACIONAL". The
shield surrounded by two big coffee branches, the main representation of
energy and patriotic work.
This coat of arms never existed. Based on the written description, the
dentist Jaime Poveda Barrios elaborated a design, which was validated by
the Higher Council but never produced, for whatever reason.
