During the recent mourning in Spain, a picture of four flags appeared on the Internet. I had seen three of them (in the photo, from left, the Galician region, Spain, and the EU.) But the fourth, a burgundy flag with a gold shield and five burgundy colored circles (?).
The AP news photo had the following description: "Flags fly half staff in Santiago de Compostela, Spain, Thursday March 11, 2004
I suspect this is the city's flag, but did not see it on FOTW in the Galician section.

Maybe the arms shown in the unidentified flag (apparently "Or five scallops in saltire Gules") are those of some University entity or a neighbouring municipality?

I was lucky – I guessed right! The flag of the Universidad de Santiago appears in Gaceta de Banderas [gdb], May 2004 issue, drawn by Antonio Gutiérrez and exported to a FOTW GIF by myself.
