Today I received answer to my question about details of the Praha 1 Flag, I saw on its Town Hall. The flag contains four colours yellow, red, white and blue and also four fields a and four crowns for four main parts of it (Old and New Town, Lesser Town / Malá Strana and Hradčany).

By Decision of the Czech Republic Parliament Member of Deputies Chairman
from 4 June 1998 were flag and coat of arms for Prague 1 granted according
to Law..........................................
Coat of Arms description:
In blue field there is a masoned wall in gold with silver embattlement
four "pieces", with open gate in black, golden portcullis (only half visible),
wooden doors, each with 2 golden hinges. Off the gate is rising an
arm dexter embowed (and armed), holding a sword, all argent. "Behind" the
wall there are two golden towers, embattled argent (each of four pieces),
surmounted with golden "saddle" roof with two golden balls on top. Between
towers there is an escutcheon Gules a Lion rampant Argent, queued forchée,
crowned and armed Or (Small Arms of the Czech Republic).
Flag description:
Quartered field, upper hoist and lower fly red with yellow "royal"
crown (an open crown with three visible peaks fleurs de lys)- Lower hoist
and upper fly are blue with white (similar crown). Crowns are wide as 1/6
of the fields length. Ratio is 2:3.
Livery colours of Praha 1 are yellow, red, white and blue in this order.
Praha 1 consists of the following wards: Holešovice,
Hradčany, Josefov,
Malá Strana, Nové Město,
Staré Město, Vinohrady.
