A basic specification was issued in 2001, along with the regulations for
adoption of the flag. According to
http://borisov-e.info/simvolika-goroda-borisova (City Supreme Council
Regulation No. 65, 15 January 2001), the flag has an overall 1x2 ratio and the
ratio of the stripes is red 0.25, steel 0.5 and green 0.25. The red and green
colors must match those on the national flag. Also at
http://borisov-e.info/ru/news/politics/2005/11/30/183 is a note saying the
finial must be silver in color.
