"Whale SENSE is a voluntary education and recognition program offered to
commercial whale watching companies in the U.S. Atlantic and Alaska Regions. The
program is sponsored by NOAA Fisheries, endorsed by NOAA, Stellwagen Bank
National Marine Sanctuary endorsed by NOAA as well, and Whale and Dolphin
Conservation. It is an educational awareness program dedicated to responsible
whale watching. Developed in collaboration with the whale watching industry,
Whale SENSE recognizes whale watching companies committed to responsible
practices. It is intended to minimizing risks in this activity
Participating companies agree to:
S - Stick to the regional whale watching
guidelines.
E - Educate naturalists, captains, and passengers to have SENSE
while
watching whales.
N - Notify appropriate networks of whales in
distress.
S - Set an example for other boaters.
E - Encourage ocean
stewardship."

It seems that they may have a flag for each Region, one for the US
Atlantic Region and one for the US Alaska Region. The Alaska Region flag is logo
(https://whalesenseblog.files.wordpress.com/2015/04/whalesense_general.jpg?w=180&h=160)
on an orange background horizontal flag, and below, the Region's name (in this
case Alaska Region in bold capital letters) as seen here:
