The flag is made of a horizontal bicolor of blue-red, with a white sidebar. In the white sidebar is the county outline in blue, along with the county name and establishment year on it. In the bicolor is a blue disk with a white outline. Inside the disk are three white stars, reminiscent of the one seen on the Tennessee state flag.

This "flag" is a single-purpose banner designed by the county for the bicentennial anniversary of Tennessee statehood in 1996. It was used for this one purpose only, and the only example exists in the collections of the
Tennessee State Museum.
