Description of the flag

The flag is a white field with the city seal in the center, which features the Morgan County Courthouse. Around the seal are two phrases which say "COUNTY SEAT OF MORGAN," referring to West Liberty as the seat of the Morgan County government. The other phrase is "BLUEGRASS COUNTY OF THE MOUNTAINS," as West Liberty is known for hosting the Bluegrass Festival, and has since 1996. At the top of the flag is the city name, with the state name at the bottom of the flag.
