The best image of this flag is in a photo taken at the 2018 conference of the
League of Arizona Cities and Towns and posted on the Twitter account of deputy
town manager Dawn-Marie Buckland.

Based on
what this and other photos show, my best guess is that the flag uses the city
seal with slight extensions on the sides, but no photo of the flag shows the
complete seal. My drawing was made with a downloaded city seal.

On this article of the Arizona Republic from 2003, it says that Paradise Valley Councilwoman Virginia “Jini” Simpson designed the Paradise Valley flag that same year to be flown in the Arizona League of Cities and Towns conference, upon the realization by the municipality’s government that they had no flag.
The flag (photo) and seal
features a blue sky, green foreground, and has the Camelback Mountain in white,
which is very visible from the city. Simpson says the mountain extends outside
of the flag because Camelback Mountain is not restricted to Paradise Valley,
which has a portion of it in its municipal boundaries, but it is also held by
Phoenix and Scottsdale.
